Important changes were made to regulating the Bureaucracy. I separated the legislative, judicial, and enforcement functions while preserving the ability of bureaucrats to act expeditiously to enforce the laws.
The President was given the ability to unilaterally cut spending programs to the extent that these line-item vetoes reduce any deficit spending incorporated in Congress’ budgets. This innovation reduced the complexity of prior formulas that made it difficult for Congress to adopt deficit spending.
This December 7, 2023 version of the Anti-Elitist Constitution weighs in at nearly 34,000 words. This might seem large in comparison to our current Constitution’s length at less than 7,500 words. However, our current Constitution’s text is not all that is used by the Supreme Court when it hands down its opinions. In addition, there are tens of thousands of words in prior opinions that serve as precedence to justify current opinions When you add this auxiliary Constitution to the plain text, it dwarfs the size of the Anti-Elitist Constitution.
Therefore, I make no apologies for the length. A thorough draft that covers the ambiguities in our current Constitution is necessary to reduce the amount of discretion exercised by Federal Judges to invent doctrines whenever they believe that the plain text is silent.

The Anti-Elitist Constitution prevents political donations from corporations, foreign entities, or non-Citizens. Only Eligible Voters, US Citizens over 18 who don't work for the government, are allowed to make political contributions. Does that answer your question?
